Final Report of Independent Panel for the Review of Child Abuse in Mission Settings
A three-member "Independent Panel for the Review of Child Abuse in Mission Settings" was authorized in 2004 by directors of the General Board of Global Ministries to investigate allegations of the abuse of children by mission personnel of The United Methodist Church in Zaire (now the Democratic Republic of Congo) in the period between 1945 and 1978.
The panel collected evidence and testimony on 12 cases, of which seven had a finding of fact indicating either sexual or physical abuse involving victims or perpetrators related to the mission agency. One case was outside the scope of the inquiry, and in the other cases there was not enough evidence to reach a finding a fact that physical or sexual abuse occurred however that determination should not be construed as exoneration.
The final report of the panel was received and embraced by Global Ministries's directors at a semi-annual meeting in Stamford, CT on April 27-29, 2009.
